What is a windstorm certificate?
A windstorm certificate, often referred to as a WPI-8, is the compliance certificate the Texas Department of Insurance (TDI) issues to show that a property, repair, or addition on the Texas coast meets building code requirements.
Do I need a windstorm certificate?
Windstorm insurance isn’t required by law in Texas. But if you live near the coast and have a mortgage, your lender will likely require you to have windstorm coverage.
Most new construction, roof replacements, major repairs, and other alterations require an inspection and certificate of compliance. Examples of projects that do not require an inspection include:
Roof repairs of less than 100 square feet that don’t involve decking.
Painting, carpeting, cabinets, and other non-structural items.
Repairs or replacement of fences, gutters, decorative shutters, steps, and screen doors.
Plumbing and electrical repairs.
Replacement of glass in windows or doors.
How do I obtain a windstorm certificate?
For projects that have not started, a WPI-1 must be submitted to TDI prior to the commencement of work. After work is completed, the Appointed Qualified Inspection (AQI) submits a WPI-2 form to TDI to request a windstorm certificate. Once TDI reviews and approves the WPI-2 form, a WPI-8 is issued.
For projects where work is completed, a professional engineer licensed by the Texas Board of Professional Engineer and Land Surveyors will need to perform a post construction inspection to determine if the work performed meets the applicable codes. If the work performed meets the applicable code a WPI-2E application is submitted to TDI. Once TDI reviews and approves the WPI-2E form, a WPI-8E is issued.
